Pension insurance benefits in the Czech Republic

The bachelor thesis is theoretically aimed at clarifying the selected benefits of pension insurance in the Czech Republic. Introducing the social security system and focusing on the 1st pillar of social security in the Czech Republic. In the introductory part, the thesis focuses on the historical development of pension insurance to its present form. Then a closer look at pensions from Czech pension insurance - regular and early pensions old-age, invalidity, widow's, widow's and orphan's pensions. The bachelor thesis is prepared from the available professional literature, legislative sources and the websites of competent institutions.

1 Resume Legislation of disability and disability pension in the Czech Republic The purpose of my thesis is to analyse the Czech legislation of disability pension and its conditions of entitlement, and then to compare them with the situation in selected states in the European Union. I have chosen this particular topic, because a material security of disabled persons is an essential part of legislation in every developed country. This thesis is composed of seven chapters; each of them is divided into several subchapters. The first chapter characterises the pension scheme and its principles. There are explained the basic features of pension insurance, such as personal scope, period of insurance and financing. This chapter also lists benefits paid of pension insurance in the Czech Republic. The second chapter outlines the development of material security of disabled persons during previous centuries. It focuses on responsibility for persons unable to work, which has transferred from church to villages and later to state. Next chapter defines the term invalidity and points out several different looks at the concept of it. This chapter also includes the international definition formed by the World health organization. Welfare of people with disabilities and their protection

v AJ Welfare of people with disabilities and their protection In rigorous work, I describe the basic living situations that a person with a disability can get into over the course of their life, the way they are secured by the state in the area of social security and their support in the area of active employment policy, and not least the benefits that are afforded to them by the state and other private-law entities so that they are not excluded from society beyond what is usual for other persons. The second chapter describes the disability pension scheme for people with disabilities. My focus is on the conditions for the creation, alteration and cessation of entitlement to an invalidity pension and its payment. The procedure for these claims is described in the following sub-chapters. The third chapter is devoted to the security of people with disabilities, the Mobility Allowance and the Special Aid Allowance. The conditions for the creation, alteration and termination of entitlement to contributions and to their payment, as well as other rights and obligations of recipients of such benefits, are included here. Comparison of the social security system in the Czech Republic and Slovakia in relation to persons with disabilities

The thesis entitled "Comparison of the social security system in the Czech Republic and Slovakia in relation to persons with disabilities" focuses on a comparison of social security systems for persons with disabilities in the Czech Republic and in the Slovak Republic. The thesis, conceived as a theoretical study, is divided into six main chapters where two objectives were defined: ,,To describe the social security system of persons with disabilities in the Czech Republic and Slovakia" and ,,To identify the differences in the systems of social security of people with disabilities in the Czech Republic and Slovakia". Study and analysis of the documents and then comparison of the information gathered there of were used as the research methods. The chapter focusing on social security in the Czech Republic and Slovakia in the years 1945 and 1992 describes, in particular, the gradual state paternalism in the field of social security and the passive position of the citizens in this system. In the context of the given topic, it was also important to determine that the social security system under the socialist government did not address the situation of the poor, the unemployed and particularly the persons with disabilities. The final part of this chapter outlines social reform after 1989, which on the one hand restored rights of the citizens and their responsibility for their lives and, on the other hand also defined and suggested solutions of non-existent social situations in the socialist period. An interesting finding that differences of opinion on the progress of the economy transformation and social reforms might have been one of the reasons that contributed to the dissolution of the Czechoslovak Federation was established. Chapters 3 and 4 describe the social security systems for PWD (person with disabilities) in the Czech Republic and Slovakia. The conditions for a disablement pension entitlement, method of assessing disablement, method of calculation, amount of a pension, etc. were described firstin each of these chapters. In addition, specific allowances for persons with disabilities in the Czech Republic and Slovakia, including the DID card, and finally social services for PWD, their types, providers, financing, quality assessment, etc. were outlined. Chapter 5 and sub-chapters compare disability pensions, allowances and social services in both countries. The comparison is based on the data included in Chapters 3 and 4 describing both of the social security schemes for PWD, on expert opinions and the author´s own experiences. The end of Chapter 5 emphasizes the main problems of both systems. Their solution was suggested. Chapter 6 summarizes the results of the comparison.

The issue of disability in the Czech Republic

The bachelor thesis "The issue of disability in the Czech Republic" deals with the system of disability assesment and assigning of disability pension and the next social help, which is designed for the handicapped people, with concentration on the changes, which happened in 2010 and 2012. The aim of this thesis is to assess the system, show how the system works in practice and present the advantages and disadvantages of the system. The first part shows the question in theory, explain the basic terms and relevant legislation and tries to assess on basis of existent articles or interviews with experts. The second part deals with analysis of interviews, which were made with disabled people, medical assessor and officer from OSSZ. Aim is to show how the system works in practice and how is assessed by mentioned participants and by the author.

The target of this thesis is to introduce the part of the I. pile (social insurance) of the social security system in Czech Republic pensions insurance. The thesis is conceived as a theoretical one because of the deeper view. In the beginning there is the description of basis of social policy and social security system. The main part of thesis describes historical progress of pensions insurance since 1996 till today. The last chapter is devoted to personal considerations about possible changes in pensions insurance that might happen in the future. The thesis is composed from available expert literature, legislative sources and websites of authorized institutions.
Health and social consequences of traffic accidents

The objective of the thesis is to collect and analyze a set of persons injured in road traffic accidents in 2009 in České Budějovice district and to describe the health and social consequences of accidents, in particular extents of injuries, paid sick days, the time of treatment and permanent accidental disability. Based on the objective the following hypothesis was stated: "Traffic accidents have serious health and social consequences". The research was conducted by using the secondary data analysis method with the use of medial records of the traumatology department patients of České Budějovice Hospital, Inc. A part of the research was a questionnaire containing questions, aiming at the confirmation or rejection of the stated hypothesis, on the basis of which it was possible to categorize persons injured in traffic accidents, to determine whether the injuries have left a permanent accidental disability, and if so, which, and whether the injured person has received a disability pension. The examined set included 52 patients hospitalized at the traumatology department of České Budějovice Hospital, Inc. with injuries sustained in traffic accidents, who filled in the questionnaires, form the original number of hundred patients with the longest period of hospitalization and therefore the heaviest anticipated consequences, who were sent the questionnaires. The following numbers and percentages mentioned are always related to individual age categories. In the age category under 20 years of age 1 men, i.e. 4% of men, and 2 women, i.e.15% of women got a permanent disability, in the category 21-35 years of age 12 men, i.e. 43% of men and 6 women, i.e. 46% of women got a permanent disability, in the category 36-50 years of age only 7 men, i.e. 25% of men and no woman got a permanent disability, in the category over 50 years of age 8 men, i.e. 29% of men and 5 women, i.e. 38% of women got a permanent disability. In the age category under 20 years of age there were no men who receive a disability pension, only 1 female, i.e. 14% of women in the category 21-35 years of age 4 men, i.e. 27% of men and 3 women, i.e. 43% women receive a disability pension, in the category 36-50 years of age only 6 men, i.e. 40% of men got a disability pension, and no women, in the category above 50 years of age 5 men, i.e. 33% of men and 3 women, i.e. 43% of women got a disability pension. The objective of the diploma thesis to collect and analyze a set of persons injured in traffic accidents in České Budějovice district in the year 2009 was met through the carried out research. Based on the findings, it may be stated that the hypothesis: "Traffic accidents have serious health and social consequences? was confirmed.
Legal Regulation Alterations of the Retirement Pension Insurance since 1 January 2010

The Bachelor thesis deals with the essential alterations in the field of the retirement pension insurance which occurred in the framework of the first stage of the pension reform since 1 January 2010 and which concerns conditions regulating pension claims and decides on the amount of pensions. The main purpose of the alterations is to contribute to the long-term financial sustainability of the Czech pension system. The theoretical part describes the basic principals of the retirement pension insurance, the financing of the pension insurance system, conditions of the pension claim to the particular types of pensions and the most important legal regulation alterations of the retirement pension insurance effective since 1 January 2010 in comparison to the legal regulation effective till 31 December 2009. The aim of my work was to find out the main problems occurring in the process of practical application of the parametric changes in the retirement pension insurance effective since 1 January 2010 and to find out possible impact of the changes on citizens. For the practical part of my work I chose the qualitative research, the questioning method and the technique of the semi-controlled dialogue. In total there were interviewed ten employees working at the pension departments of the regional social security authorities. The research shows that the main problems in the practical application of the retirement pension insurance arise in particular from the complicated legal regulation which is difficult to understand. Insufficient knowledge of the legal regulation reduces clients possibility to make the right decision on their pension claims. Parametric changes in the sphere of old-age pensions and alternative insurance periods will manifest gradually and will affect pension claims which will occur in the future. Gradual prolongation of the retirement age may result in the growth of disability and the increase of unemployment in case of the older citizens. In case of the early retirement the impact of the higher reduction of the percentage assessment, supposing the person retired more than 720 days before he was entitled, resulted in the higher reduction of the percentage assessment as early as at the benefits awarded after 31 December 2009. The thesis results can contribute to better awareness and knowledge of the issue and it can also serve as a topic for further discussion about the pension system reform.
